The Japanese Town That Produces Zero Waste

45 Categories of Trash

In most of the world, recycling means three bins: paper, plastic, everything else. In Kamikatsu, a town of 1,500 people nestled in the mountains of Shikoku island, residents sort their waste into 45 separate categories.

Not a typo. Forty-five.

There's a bin for newspapers. A different bin for magazines. Another for cardboard. Aluminum cans are separate from steel cans. Hard plastics are separate from soft plastics. Cooking oil goes in one container. Spray cans — with the caps removed — go in another. There are categories for mirrors, lightbulbs, razors, rubber, and ceramics. Each one has a specific destination and a specific second life.

It sounds insane. It works.

How It Started

Kamikatsu didn't choose zero waste out of idealism. They chose it out of necessity.

Until 2003, the town burned its trash in open-air incinerators — a common practice in rural Japan. But tightening environmental regulations made that illegal. The town was too small and too remote to build a modern incineration plant, and hauling waste to distant landfills was prohibitively expensive.

So the town council made a radical decision: instead of finding a new place to put their trash, they would stop producing trash.

In 2003, Kamikatsu declared a Zero Waste goal — aiming to eliminate all waste sent to landfills and incinerators by 2020. They didn't quite hit that target, but they got remarkably close. The town now recycles and composts over 80% of its waste stream. The national average in Japan is around 20%.

The Waste Station

There's no curbside pickup in Kamikatsu. Residents wash, sort, and deliver their own waste to the town's central collection center — the Kamikatsu Zero Waste Center, a building that is itself constructed partly from salvaged materials.

Each of the 45 bins is clearly labeled with what goes in, what doesn't, and where the material ends up. Residents know that their aluminum cans become new cans, their newspapers become new paper, and their cooking oil becomes biodiesel. The transparency is the point. When you can see exactly where your waste goes, you think differently about creating it in the first place.

Staff at the center help newcomers learn the system. There's no shaming, just patient guidance. Over time, sorting becomes second nature. Residents report that it takes about the same amount of time as conventional recycling once you've internalized the categories.

The Kuru Kuru Shop

Inside the waste center is the Kuru Kuru Shop — a free exchange store where residents can drop off items they no longer need and pick up items left by others. Clothes, dishes, toys, books, furniture — anything still usable gets a second life instead of becoming waste.

There's also a craft workshop where volunteers turn discarded materials into new products. Old kimonos become bags. Broken ceramics become mosaic art. The message is consistent: waste is a design failure, not an inevitability.

What It Actually Takes

Kamikatsu's system works because of three things that are hard to replicate at scale.

First, it's small. With 1,500 residents, social accountability is built in. Everyone knows everyone. There's a natural pressure to participate that doesn't exist in a city of millions.

Second, it requires effort. Residents spend real time washing, sorting, and transporting their waste. In a culture that values collective responsibility and cleanliness, this is accepted. In many other cultures, it would be a non-starter.

Third, it requires infrastructure. The 45-category system only works because there are 45 downstream processors who can actually use those materials. Building that network of recyclers, composters, and remanufacturers took years.

The Deeper Lesson

Kamikatsu's real contribution isn't the recycling rate. It's the proof of concept.

The town demonstrated that waste isn't a physics problem — it's a design problem. When you sort waste into 45 categories, you realize that most of what we call "trash" is actually a mixture of perfectly usable materials that we've made too inconvenient to separate. The landfill isn't full of garbage. It's full of resources we were too lazy or too poorly organized to recover.

The zero waste movement that Kamikatsu helped inspire has spread to hundreds of municipalities worldwide. Most won't adopt 45 categories. But many are adopting the underlying principle: design the system around recovery, not disposal.

Every product that ends up in a landfill represents a failure — not of the consumer, but of the system that made disposal easier than reuse. Kamikatsu built a system where reuse is the default. It's harder. It's slower. And it produces almost no waste at all.
